Alfred Rushaj is a founding member and co-managing partner of Frost & Fire Consulting. A lawyer by training, throughout his career Mr. Rushaj has been deeply involved in the Albanian legal environment, both in the public and private sectors.
Mr. Rushaj’s activity in the public sector includes being a member of the Albanian parliament from 2020 to 2022, Deputy Minister of Finance from 2009 to 2013, and legal advisor to the Minister of Economy, Trade and Energy from 2005 to 2009. From 1997 to 2005, he held several legal, managerial, and executive positions with the Albanian Power Corporation (KESH sh.a.). In addition to the above, Mr. Rushaj has been Chairman of the Supervisory Board of OSSH sh.a. (the Albanian Power Distribution and Supply Company), member of the Board of Directors of OST sh.a. (the Albanian Transmission System Operator), member of the Supervisory Board of Albtelecom (the Albanian National Telecommunications Company), member of the Supervisory Board of Albpetrol (the Albanian Petroleum Company), Chairman of Supervisory Board of INSIG sh.a. (Albanian Insurance Company), Chairman of Supervisory Board of INSIG Macedonia (Albanian Insurance Company operating in Macedonia), and member of the Board of Directors of the National Natural Resources Agency.
During his career, Mr. Rushaj’s has overseen and been involved with:
- Negotiating the Trans-Adriatic Pipeline (TAP) agreements on behalf of the Albanian government.
- Negotiating and drafting agreements concerning economic cooperation with other countries.
- Drafting and implementation of legislation related to fiscal policy.
- Deliberating with business community leaders regarding fiscal policy (as member of the Consultative Council for Businesses).
- Coordinating fiscal policies with international bodies, including the World Bank, International Monetary Fund, USAID, European Union and others.
- Overseeing national agencies responsible for revenue collection as well as those responsible for money laundering prevention.
- Approximation of Albanian fiscal legislation to that of the European Union.
- Drafting legislation related to the privatization of sectors of special importance (as decreed by the parliament), including energy, telecommunication and infrastructure.
- Negotiating the privatization of several important public companies.
- Drafting legislation and related administrative acts concerning concessions at all levels and overseeing the issuance of several concessionary licenses for some of the most important resources in the mining and energy sector.
- Drafting legislation-related administrative acts and documentation concerning the energy sector at all levels, including contracts for distribution and collection, procurement and construction of power stations, interconnection and transmission lines, power supply agreements at the wholesale and retail levels, as well as legislation concerning the creation of the energy market, licensing of third-party power supply operators, and foreign investment in the sector.
- Restructuring the Albanian Power Company into three different entities responsible for the production, transmission and distribution of the energy.
Mr. Rushaj was born in Lezhë, Albania. He received a law degree from the University of Tirana in 1997, graduating at the top of his class with a 4.0 GPA. He taught Public Law at the University of Tirana, as adjunct faculty, from 1999 to 2004. Mr. Rushaj is admitted to practice in Albania and is a member of the Albanian Bar Association.
