Alketa Spahia is a management and human resources consultant with Frost & Fire Consulting. A business management generalist by training, Mrs. Spahia brings extensive project management experience and human resources management to Frost & Fire Consulting.
Prior to joining the firm, Mrs. Spahia was a Tirana-based consultant with the Bureau for Development Policy at the United Nations Development Program (UNDP) headquarters, both for its Human Resources Unit and the Environment and Energy Group. Mrs. Spahia’s engagement as a consultant followed her decade-long tenure as an international public official at the headquarters of the UNDP in New York. During her UNDP career, Mrs. Spahia has led and been involved in many projects, encompassing a variety of issues and initiatives, including:
- Leading the UNDP Headquarters Green Office Pilot that resulted in the first Gold LEED certified office space in the premises of the United Nations at the Bureau for Development Policy (BDP) and coordinating the overall UNDP Greening initiative.
- Coordinating BDP’s performance management process.
- Designing and implementing a management training program for all BDP senior managers.
- Providing program support advisory services to all BDP groups.
- Providing human resources advisory services to all BDP staff and liaising HR activities between BDP and UNDP’s Office of Human Resources.
- Planning, prioritizing, and developing the “Practice” implementation agenda in order to catalyze transformation of UNDP into a practice-driven, knowledge-based organization.
- Developing, establishing, improving, and maintaining corporate Practice development instruments and tools, including the Practices Website, the Practice Experience Map, Practice Implementation Toolkit, and others.
- Monitoring the Practice implementation efforts of all UNDP country offices and UNDP headquarter units.
- Coordinating the development and launch of the HR certification program.
- Performing functional analyses, country offices reprofiling, and finalization of reprofiling recommendations by performing cost-benefit analyses.
- Serving in the reprofiling team of the New York Liaison Office of the World Food Program (WFP NY).
- Developing succession management tools for resident representative, deputy resident representative, and operation manager posts in the Regional Bureau for Europe and the Commonwealth of Independent States.
In addition to her in-depth involvement with international organizations, Mrs. Spahia also has extensive experience in the private sector. Prior to joining the UNDP in New York, Mrs. Spahia worked as a manager with a large construction company and as assistant manager with Godiva Chocolatier. Before her UNDP tenure and upon her return home to Albania, Mrs. Spahia joined an airline company as a human resources director, where she was responsible for revamping and establishing up-to-date HR processes and procedures throughout the company, including departmental reorganization.
Mrs. Spahia was born in Peshkopi, Albania. She first studied journalism at the University of Tirana and later transferred to the University of Southern Maine, earning a B.S. in management and organizations studies (summa cum laude). She holds an M.B.A. from the University of Portland, where she was a recipient of an international student scholarship awarded on academic merit. Mrs. Spahia has served as a trustee of the board of directors of the Albanian American Women’s Organization and continues to volunteer her time for various community-based initiatives.
