Xhoana Pepa is an Associate with Frost & Fire Consulting. She graduated summa cum laude from the University of Tirana, where she earned a Bachelor and Master of Science degrees in Public Law. In recognition of her academic achievements, she was awarded the Gold Medal, the highest honor in the university system in the Republic of Albania.
In addition to her studies, Ms. Pepa is certified in European Union Law by the Europa-Institute at the Universität des Saarlandes and Pecs University. She has trained at the Council of Europe, the Delegation of the European Union, the Organization for Security and Co-operation in Europe, and Save the Children, where she focused on consumer protection, industrial property law, financial law, international law and human rights.
Ms. Pepa serves in the research group “Netzwerk Ost-West 2021”, a project of Humboldt-Universität zu Berlin, concerning comparative constitutional law, where she focuses on health care access rights. As an independent researcher, her interests are related to Constitutional Reform in the Albanian Justice System, European Union Law and Competition Law. Before joining Frost & Fire Consulting, Ms. Pepa has completed several different internships, including at the General Directorate of Taxation, an international firm, as well as in a non-profit youth organization.
At Frost & Fire Consulting, Ms. Pepa focuses on administrative law and commercial legislation, competition protection, immigration law and concessions/PPP. Her work includes drafting contracts, legal memoranda, complaints, and various acts.
Apart from her career, Ms. Pepa is passionate about travel and sports, and volunteers in her community to help people in need.
